Can you build an ADU in Panorama City or Arleta?

On most single-family lots in both neighborhoods, yes. State law protects a detached backyard house of up to 800 sq ft with 4-foot side and rear setbacks on a lot with a single-family house 6, and the median single-family lot in Panorama City's ZIP 91402 is 6,170 sq ft 1. The two places differ in the details: Panorama City has smaller lots and more apartment buildings, while Arleta's permits sit almost entirely on R1 lots, some of them in an oil drilling district 2.

Is a Panorama City lot big enough for a backyard house?

Usually, though it is tighter than in most of the Valley. We counted 5,055 City of Los Angeles single-family parcels in 91402 on the LA County Assessor's parcel map. The median lot is 6,170 sq ft, and half of all lots fall between 5,898 and 7,020 sq ft 1. An 800 sq ft backyard house takes up about 13 percent of a median lot.

That is the smallest median of the flat Valley ZIP codes we measured. The same count put Pacoima's 91331 at 6,968 sq ft and North Hills at 7,850 sq ft 1. A small lot does not rule out an ADU, because state law bars cities from setting a minimum lot size for one 10. It does mean the house, the driveway and the garage decide where a unit can go, so measure before you picture it.

Only one single-family parcel in 91402 touched the city's Very High Fire Hazard Severity Zone layer, which was last edited in 2019 1. Confirm your own parcel on ZIMAS, the City Planning map that shows a parcel's zoning and permit history 3.

Arleta shares a ZIP code with Pacoima. Which numbers apply to me?

The lot figures for ZIP 91331 cover Arleta and Pacoima together, so the 6,968 sq ft median is a blend of both 1. Our Pacoima lot guide covers that ZIP in depth, and the Pacoima garage conversion guide covers converting a garage there. Both apply to Arleta.

For permits, we split the ZIP. The LADBS permit data tags each permit with its neighborhood council, so we counted only permits tagged to Arleta inside 91331. That gave 240 ADU and JADU building permits from January 2023 through October 3, 2026, against 340 tagged to Pacoima 2. Arleta accounts for about 4 in 10 ADU permits in its ZIP, which the ZIP-level totals hide.

Both neighborhoods sit in older community plans. City Planning says the Arleta-Pacoima Community Plan was last updated in 1996 19 and the Mission Hills - Panorama City - North Hills Community Plan in 1995 18.

What zone is my lot, and does it change what I can build?

Most likely R1, and for an ADU the zone matters less than people expect. City Planning says ADUs are permitted through a ministerial process in all areas zoned for single-family or multifamily homes where there is a home on the lot 7.

Here is where permits landed from January 2023 through October 3, 2026 2:

In Arleta, 26 of those permits were on lots whose zone ends in -O, such as R1-1-O. City Planning lists O as the Oil Drilling District, one of the supplemental use districts that regulate uses the base zone does not cover 5. The suffix shows up on ZIMAS, and the permit record shows ADUs being issued on those lots 2.

The R1 zone sets a 5,000 sq ft minimum lot area and a 15-foot rear yard for the main house 4. Those numbers govern the house and new lots, not your ADU. Our setback guide explains what applies to the backyard house.

How big can my backyard house be on a smaller lot?

At least 800 sq ft, and possibly up to 1,200 sq ft if the lot has room under the city's rules. Los Angeles gives you two tracks.

On a 6,000 sq ft Panorama City lot with a house that has been added onto, RFA is often what stops a unit larger than 800 sq ft. The State ADU is the safer starting point there. Our guide to ADU types on a 6,600 sq ft lot walks through the combinations.

My Panorama City property is a duplex or apartment building. Can I add an ADU?

Yes, under separate rules. For State ADU law, two or more attached units on one lot count as a multifamily dwelling, while several detached houses on one lot do not 11.

On a lot with an existing multifamily building, the city must allow at least one ADU in space that is not used as living space, such as storage rooms, garages or attics, and up to 25 percent of the existing unit count 13. It must also allow up to eight detached ADUs, not more than the number of existing units, with 4-foot side and rear setbacks 12.

This comes up in Panorama City more than in most Valley neighborhoods: 23 of its 240 ADU permits since 2023 were on two-family or apartment zones 2. Our Van Nuys guide covers the multifamily options in more detail.

Are Panorama City and Arleta homeowners actually getting permits?

Yes, and both are at or above their 2025 pace. LADBS issued these ADU and JADU building permits by year 2:

Since January 2025, Panorama City's 109 permits split into 46 alterations to an existing building, 36 new buildings and 27 additions. Arleta's 127 split into 57 alterations, 32 new buildings and 38 additions 2. Alterations are mostly conversions of space that already exists, such as a garage.

These counts are permits, not homes, and one project can carry more than one permit. For the rest of the Valley, see ADU permits in the San Fernando Valley by ZIP.

What should I check first on my lot?

Start with the free answers and work toward the expensive ones.

  1. ZIMAS: your exact zone, any suffix such as -O, and the permit history of the house and garage 3.
  2. Lot history: LADBS checks when the lot was created. Lots divided after June 1, 1946 must meet the zone's lot area and width, and lots divided after July 29, 1962 need a Certificate of Compliance from City Planning 16.
  3. Garage: if you plan a conversion, confirm the garage was permitted (garage check). State law allows a detached garage to be converted 14, and the city cannot make you replace the parking you lose 15.
  4. Utilities: the sewer (sewer main guide) and the water meter (LADWP meter guide).

Once your application is complete, the city must approve or deny it within 60 days or it is deemed approved 17. This is the kind of thing a lot check settles in one pass, before you pay for plans.
