Can I turn my Pacoima garage into an ADU?
Yes. The state's ADU handbook says converting detached garages and other existing accessory structures into ADUs is permitted by state law 3, and the city cannot make you replace the parking you lose when the garage is converted 22.
Plenty of your neighbors have done it. We counted every ADU and JADU building permit LADBS issued in ZIP 91331 from January 2020 through October 2, 2026, leaving out supplemental permits, and kept the ones whose work description converts a garage: 391 permits 1.
- 2020: 49 of 90 ADU permits were garage conversions.
- 2022: 85 of 163, the peak year.
- 2025: 46 of 131.
- 2026 through October 2: 38 of 99 1.
So the garage share has fallen from about half to about a third, while new buildings went from 27 of 90 permits in 2020 to 52 of 131 in 2025 1. A conversion is still a common path here, not an unusual one. My garage is small. Is it big enough for a unit?
Usually, for a studio or a one-bedroom. Of the 60 Pacoima conversion permits that wrote the garage size into the work description, 31 were 18 by 20 feet and 9 were 20 by 20 feet 1. That is roughly 360 to 400 sq ft before walls.
The straight conversions with no added space show it works at that size. Among 177 of them with a size on the permit, the median is 373 sq ft, and 62 percent are 400 sq ft or less 1.
If you need more room, you have two routes:
- The state route. A unit converted from an accessory structure can grow by up to 150 sq ft, but only to make room for getting in and out, such as an entry or a stair 4. It also has to keep setbacks sufficient for fire and safety 23.
- A larger addition. More than half of the Pacoima conversion permits, 210 of 391, were filed as additions rather than straight conversions 1. A bigger addition is new construction, and the new part has to meet the setbacks for new construction.
My lot is narrow and the garage is close to the property line. Does that stop me?
No, but it shapes the walls and windows. The state says no setback is required for an ADU built inside an existing accessory structure 5, so the garage can stay where it is. LADBS then requires that, where a setback cannot be provided, the exterior walls and openings meet the current building code 8.
First, how narrow is a Pacoima lot? We measured every City of Los Angeles single-family parcel in 91331 on the County Assessor's map by fitting the smallest rectangle around each one. The median lot is about 60 feet wide and 120 feet deep; about a third are under 55 feet wide, and about 1 in 10 is under 50 feet 2. Those are rectangle fits, not surveyed lines.
What LADBS asks of a garage near the line, without fire sprinklers, citing the residential code:
- Under 5 feet from the line: the wall must be 1-hour fire-rated, which LADBS says can be done with 5/8-inch Type X gypsum board on the whole inside of the wall up to the roof line 6.
- Under 3 feet: no window or door openings in that wall. Between 3 and 5 feet: openings limited to 25 percent of the wall 7.
On a narrow lot, that often means the windows go on the side facing your own yard. Plan the bedroom so its emergency escape window opens there.
Two zoning points help on a tight lot. The city's passageway and space-between-buildings rule does not apply to the ADU or to the other homes on the lot while the ADU is approved and built 9. And if you want a second story over a garage that sits on the line, the existing garage part does not have to meet today's setback, but the new floor above does 10. It depends on its condition, not its age. Half of the single-family houses in 91331 were built in 1953 or earlier by the Assessor's year-built field, and 87 percent before 1960 2. If your garage went up with the house, it is about that old. LADBS lets old parts stay when they are sound.
- Foundation. Existing foundations can stay if they are in good condition and met the construction rules when built 11. New footings must be 24 inches deep at exterior walls and reinforced 12.
- Slab. An existing slab can stay with an approved sealant as a moisture barrier 13.
- Garage door. The opening is filled in with 2x4 studs at 16 inches on center, and the existing header can stay 14.
- Bedroom window. Each sleeping room needs an escape opening of at least 5.7 sq ft that opens to a yard or public way 15.
- Electrical. The ADU needs its own electrical panel 16. On an older house, also ask for a load calculation; see Do I need a 200 amp panel?.

What if my garage is attached to the house?
Then you have one more option. Of the Pacoima conversion permits, 46 describe an attached garage 1. An attached garage counts as part of the house for a JADU (junior ADU), which must sit within the walls of the house, including attached garages 18.
Either way, a unit attached to the main house needs a 1-hour fire-rated wall between the two, which LADBS lists citing the residential code 19. To compare the two paths, see JADU vs. ADU.
How do I check the garage's permit history before I build or buy?
Pull the permits and the certificate of occupancy, because LADBS asks for them. Its bulletin says that if the building was permitted, a copy of its certificate of occupancy and earlier permits must be provided at plan check to verify its permitted use 20. If you are buying a Pacoima house that already has a converted garage, look for one more thing: the certificate of occupancy for the ADU itself. LADBS issues it after the final inspection is approved and the other departments' clearances are signed off 21. A permit on file is not the same thing. Of the 195 garage conversion permits issued in 91331 from 2020 through 2022, 154 show a certificate of occupancy issued, while 37 still show only "Issued" with no certificate recorded as of October 4, 2026 1. Ask the seller which one you are looking at.
