Can you build an ADU in Winnetka?

On most Winnetka single-family lots, yes. The median City of Los Angeles single-family parcel in ZIP 91306 is 7,500 sq ft, and none of them touches the city's Very High Fire Hazard Severity Zone map 1. State law protects a detached backyard house of up to 800 sq ft with 4-foot side and rear setbacks on a lot with a single-family house 3, and LADBS issued 113 ADU and JADU permits in 91306 between January 1 and October 3, 2026 2.

Is my Winnetka lot big enough for a backyard house?

For most owners it is. We counted every City of Los Angeles single-family parcel in 91306 on the LA County Assessor's parcel map: 8,326 parcels, a median lot of 7,500 sq ft, and half of all lots between 6,750 and 8,024 sq ft 1. That is a narrow range: most Winnetka lots are close to the same size.

An 800 sq ft backyard house uses about 11 percent of a 7,500 sq ft lot. If your lot happens to be 50 feet wide and 150 feet deep, that is 7,500 sq ft, and after a 4-foot side setback you still have 46 feet of width to work with 3. Your actual lot lines, the house, the driveway and any large trees decide where the building really goes.

State law also does not let a city set a minimum lot size for an ADU, so a smaller-than-average Winnetka lot is not ruled out on size alone 16.

Do fire zones or hillside rules apply in Winnetka?

On the city maps we checked, no. Not one of the 8,326 single-family parcels in 91306 touches the city's Very High Fire Hazard Severity Zone layer 1, and none has its center point inside the city's Hillside Area layer 17. That puts Winnetka with Reseda, Van Nuys and Pacoima among the flat Valley ZIPs, unlike Woodland Hills or Porter Ranch, where those maps cover a large share of homes. The fire map layer was last edited in 2019, and a lot near any map line can land on either side, so confirm your own parcel on ZIMAS, the City Planning map that shows a parcel's zoning and its permit history 7.

Winnetka falls under the Canoga Park-Winnetka-Woodland Hills-West Hills Community Plan, which the city says was last updated in 1999 and is being rewritten now 8. The specific plans and design overlays that page lists are named for Canoga Park, Woodland Hills, Warner Center and the Mulholland and Valley Circle corridors, not for Winnetka 8. Your ZIMAS report will still show whether any of them reaches your parcel.

How big can my ADU be, and how many units can I add?

Los Angeles gives you two tracks, and you can mix units within the limits state law sets.

Should I convert my garage or build new?

Both happen in Winnetka, and recent permits lean toward work inside existing buildings 2, so the garage is usually the first thing to look at. State law allows detached garages and other existing accessory structures to be converted to ADUs 9, and no setback is required for an ADU built inside an existing structure or rebuilt in the same spot to the same dimensions 11. That matters when an old garage sits close to the rear or side line.

You do not have to replace the parking you lose. When a garage is converted or torn down for an ADU, the city cannot require those spaces to be replaced 10.

The catch is the garage's own history. Look up its permits on ZIMAS before you pay for plans 7, and read our garage conversion permit check for what LADBS asks for. LADBS also checks when the lot was created: lots divided after June 1, 1946 must meet the zone's lot area and width rules, and lots divided after July 29, 1962 need a Certificate of Compliance 12.

Are other Winnetka homeowners actually getting ADU permits?

Yes, and 2026 is the busiest year in the data. LADBS issued ADU and JADU building permits in 91306 as follows: 64 in 2020, 73 in 2021, 107 in 2022, 95 in 2023, 107 in 2024 and 117 in 2025 2. The 113 issued from January 1 through October 3, 2026 already beat every full year before 2025 2. At that pace 2026 would finish near 149 permits, more than a quarter above 2025.

The mix shows what owners are doing. Of the 230 permits issued since January 2025, 122 were filed as alterations to an existing building, 69 as new buildings and 39 as additions 2. In other words, more than half of recent Winnetka permits work inside something that is already there, such as a garage or part of the house.

What usually holds up a Winnetka ADU?

On flat tract lots like these, the problems are usually under the ground and on paper, not the size of the yard. Each of these has its own guide, so here is the short list.

  1. Sewer. Where the public main is and how far your line runs to it. See the 200-foot sewer rule.
  2. Water meter. Whether you want a separate LADWP meter, and what it costs. See LADWP water meter cost.
  3. Electrical panel. Whether your service can carry a second home. See the 200-amp panel question.
  4. Easements. LADBS requires written LADWP approval for any work, including a conversion, in or within 10 feet of an LADWP easement 13. See LADWP easements.
  5. Fire access on deep lots. For new construction valued at $50,000 or more, a fire lane or Fire Department clearance applies where any part of the building is 150 feet from an improved street 14. What should I check first, and in what order?

Work from the cheapest answer to the most expensive one.

  1. ZIMAS: your zone, any overlays, and the permit history of the house and garage 7.
  2. Lot history: when the lot was created and whether the garage was permitted 12.
  3. Size track: whether an 800 sq ft State ADU does the job, or whether you need the city's larger Ordinance ADU and its floor-area math 56.
  4. Utilities: sewer, water meter and panel, using the guides above.
  5. Easements and fire access: any LADWP easement within 10 feet of the work, and the distance from the street to the back of the new building 1314.

This is the kind of thing a lot check settles in one pass, before you pay for plans.

Quick answers

Is there a minimum lot size for an ADU in Winnetka?

No. State law does not allow cities to set minimum lot size requirements for ADUs 16.

Is Winnetka in a very high fire hazard zone?

On the city map layer we checked, no single-family parcel in 91306 touches it, but that layer dates from 2019, so confirm your parcel on ZIMAS 17.

Do I have to replace my garage parking if I convert it?

No. The city cannot require you to replace parking spaces lost when a garage is converted or demolished for an ADU 10.

Will I pay impact fees on a small ADU?

Not on an ADU of 750 sq ft of interior living space or less, or a JADU of 500 sq ft or less. Above 750 sq ft, impact fees must be proportional to the size of the main house 15.

How long does the city have to decide on my application?

Once your application is complete, the city must approve or deny it within 60 days, or it is deemed approved 18.
